Organizational Setting
The FAO Director-General has designated one Deputy Director-General as the Protection from Sexual Exploitation and Abuse (PSEA) Champion for the Organization, with senior level authority with cross-organizational access. Since , the Office of Emergencies and Resilience (OER) has been the designated Office coordinating and supporting FAO's approach for preventing and addressing sexual exploitation and abuse (SEA), with the Director, OER, as appointed as Senior PSEA Focal Point for FAO. OER is accordingly strengthening the capacity for PSEA at both Subregional and Country Office levels in the Subregional Office for Eastern Africa (SFE), as well as a focus on FAO emergency operations in Central and Western Africa.
FAO's Subregional Office for Eastern Africa (SFE) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development and humanitarian priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs).
The Subregional Office for Eastern Africa is a subsidiary of FAO's Regional Office for Africa (RAF). It supports subregional policy dialogue on food security, agriculture, and rural development issues, facilitates the emergence of subregional partnerships and supports capacity development and resource mobilization for food security, agriculture and rural development in the subregion.
The Technical Officer (Protection from Sexual Exploitation and Abuse [PSEA]) is based in the FAO Representation in Nairobi, Kenya within the Resilience Team for Eastern Africa.

Reporting Lines
The Technical Officer (PSEA) works under the overall guidance of the FAO Subregional Representative and under the direct supervision of the Resilience Team Leader and the technical supervision of the Technical Officer (PSEA) based in Rome, Italy, and in close consultation with the RAF PSEA Focal Point/Alternate.

Technical Focus
Support the implementation of FAO's PSEA related work at the regional/subregional and country level, with a particular focus on strengthening prevention and response to SEA in FAO emergency and resilience operations in the region, working in close collaboration with FAO PSEA Focal Points and national PSEA Specialists.

Key Results
Technical and policy related expertise to support the planning, development and ensure implementation of PSEA aspects in country operations, programmes, projects, products and services in accordance with the FAO Strategic Framework.

Key Functions
• Provide policy expertise and advice to support the planning, development and implementation of divisional programmes, projects, products and services.
• Provide technical and programmatic support on the development, implementation and evaluation of assigned programmes/projects; identify priorities, liaises with relevant parties.
• Coordinate and review the assessments of issues and trends for the implementation of programmes and projects and the preparation of impact evaluation or equivalent studies.
• Lead the preparation of various written outputs, e.g. background papers, analyses, substantial sections of reports and studies, inputs to publications.
• Contribute to consultative and other meetings and conferences, including proposals for agenda topics, identifying participants, preparation of documents and presentations.
• Participate and/or lead training workshops and seminars; makes presentations on assigned topics/activities.
• Provide guidance to external consultants, government officials and other parties.
• Provide advice on the development of policies and strategies, as well as national protocols and guidelines for projects with specific domains related to FAO's work.

Specific Functions
The Technical Officer (PSEA) will conduct the following functions in close collaboration and consultation with other relevant stakeholders, in particular the global FAO PSEA Team, national and regional PSEA Focal Points, FAO Representatives and other stakeholders across the Organization:
• Provide technical guidance and support to national PSEA Specialists in priority, emergency operations, and Country Office, and Regional/Subregional Office PSEA Focal in the implementing the updated PSEA Policy, and associated tools, guidance and resources.
• Review existing country/regional tools and products and conduct needs assessments and gap analyses to identify areas for improvement in PSEA practices within the countries, region/subregion.
• Review and provide technical support on strengthening of Country Office PSEA documentation and materials (Action Plans, awareness materials, training resources, etc.).
• Support Country Office PSEA Focal Points in developing/improving country-level community reporting mechanisms.
• Facilitate knowledge sharing and best practice exchange among Country Offices in the region/subregion.
• In close coordination with the PSEA HQ Team, develop training materials and deliver training and awareness sessions on PSEA to FAO country offices in the region.
• Conduct training workshops and mentoring sessions for Regional/sub-Regional and Country PSEA Focal Points, and national PSEA Specialists, and support capacity development for PSEA Focal Points to enhance capacity to deliver PSEA trainings for FAO and partners.
• In coordination with headquarters, support the country offices in the application of the UN Implementing Partner capacity assessment and associated capacity strengthening measures, in line with the UN IP Protocol.
• Work with Regional PSEA Focal Points and FAORs to ensure that each country office has assigned a Lead and Alternate PSEA Focal Point at all times and that these Focal Points understand and are supported in their roles and responsibilities.
• Conduct periodic reviews of PSEA programmes/activities and report findings/recommendations to the PSEA HQ Team and Regional/Subregional senior management.
• Represent FAO in regional/subregional PSEA forums and working groups.
• Advocate for application of FAO PSEA Policy and effective PSEA practices within countries in the region/subregion.
• Review existing communication tools on PSEA for FAO personnel and partners, and communities/ beneficiaries, prioritizing countries at significant risk of SEA. 
• Perform other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in law, international development, gender (including gender-based violence), sociology, public health, public administration, political science, human resources, social sciences or other related field. 
• Seven years of relevant professional experience, especially in the areas of safeguarding, sexual exploitation and abuse, child protection, sexual harassment, gender-based violence, staff misconduct and discipline, gender mainstreaming and/or humanitarian affair.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience in PSEA-related policies development at both global and country levels, programme formulation and implementation.
• Extent and relevance of experience in identifying and preparing programme strategies and policy position on humanitarian and transition contexts.
• Extent and relevance of experience in the development/conduct of targeted needs based PSEA capacity development and training.
• Extent and relevance of experience in handling PSEA related processes and mediation in the areas of safeguarding, sexual exploitation and abuse, protection.
• Experience in supervision and management, preferably in an international setting.
• Working knowledge (proficient - level C) of French is desirable.
