ABOUT THE COMPANY

However, GIZ as well works closely with the private sector, fostering successful interaction between development policy and foreign trade.
JOB SUMMARY
Background:The advisor will contribute to Output 3 of the "Strengthening Good Governance in Kenya" project, focusing on supporting counties within the Western Cluster of Kenya. This EU co-financed position will be based at the GIZ office in Kisumu and will work closely with county governments to strengthen performancemanagement and improve public service delivery. The advisor will play a critical role in enhancing the capacity of counties to align their governance structures with national performance management policies, promoting effectivedecentralization.
RESPONSIBILITIES
Responsibilities:Provide technical assistance to county governments in the Western Cluster, focusing on the development and implementation of performance management systems aligned with the Kenya Integrated Performance Management Policy (KIPMP).Support counties in adopting performance-based budgeting, monitoring, and evaluation systems to improve public service delivery.Assist in developing county-specific performance indicators and accountability frameworks to enhance transparency and governance.Organize and deliver capacity-building workshops for county government officials, particularly in areas of performance management, budgeting, and service delivery.Provide ongoing advisory support to County Public Service Boards and County Assembly Service Boards in implementing performance management reforms.Ensure the integration of gender-sensitive approaches in performance management frameworks at the county level.Facilitate coordination between counties in the Western Cluster and national government agencies to ensure alignment of performance management efforts.Promote inter-county collaboration within the Western Cluster to share best practices and strengthen governance structures.Engage with civil society and other stakeholders to strengthen citizen participation and accountability in county governance.Ensure timely and accurate reporting on performance management reforms in the Western Cluster counties, contributing to the overall project’s monitoring and evaluation framework.Prepare reports, case studies, and policy briefs to communicate progress, challenges, and lessons learned in county-level governance and decentralization.Support the dissemination of best practices across counties to promote learning and continuous improvement in public service delivery.Coordinate with other project outputs (public financial management, anti-corruption, transparency) to ensure an integrated approach to governance reform in the Western Cluster.Collaborate with other donor-funded programs supporting decentralization and county governance in the Western region to avoid duplication and promote synergies.The position holder might be asked to perform tasks outside the scope of the job description.Main activitiesProvide technical support for performance management reforms in the Western Cluster of Counties.Organize capacity-building workshops for county officials on performance management and service delivery improvements.Collaborate with the CoG, county governments, and national institutions to align performance management systems with national goals.Support Monitoring and Evaluation (M&E) processes to ensure accountability in service delivery at the county level.Qualifications and specialist knowledgeMaster’s degree in public administration, Management, Economics, or a related field.At least 5 years of professional experience in a comparable position.Expert knowledge in the relevant thematic areas of performance management, results-based management, and public sector reform.Experience working with county governments and civil society organizations.Work experience in the context of international development cooperation is an advantage.Excellent understanding of the political, economic, and social context of Kenya.Very good working knowledge of ICT technologies (related software, phone, email, internet) and computer applications (e.g., MS Office).Excellent communication skills in English; diplomatic skills are necessary.Strong project management skills with a solid understanding of preparing and managing budgets, and the ability to manage multiple tasks.Duration of the Assignment: January 2025 – December 2027Duty Location: Kisumu, KenyaSubmission of ApplicationVacancy Reference Number: GIZ/GPS/10/10/2024Last date of receiving applications: 18.10.2024GIZ is an equal opportunity employer.GIZ promotes Gender Diversity – Applications from women professionals are encouraged.Only shortlisted candidates will be contacted.Disclaimer: As per GIZ’s data confidentiality policy, candidate’s application is stored in our database for 6 (six) months and is deleted thereafter.
