The Sowing Change Project

Sowing Change- a global program of the CARE-WWF Alliance, aims to tackle climate change challenges through economically sustainable restoration programming and inclusive financial opportunities – both enhancing access to credit for small and medium-sized enterprises and unlocking direct climate financing for locally led climate solutions. By putting women at the center of this approach, sowing change builds their entrepreneurship and leadership capacities to create nature-based business that will contribute to restoring landscapes critical to ecosystem and community resilience while strengthening their ability to provide for their families. The project is a one-year project and is currently in its seventh month of implementation.


The purpose of the Sowing Change Manager Consultancy

The Purpose of the Consultancy

The Sowing Change project is a one-year project and is currently in its seventh month of implementation. CARE is looking to recruit a Project Manager to consultancy basis to oversee the finalization of the project in the next 5 months. The Program Manager shall provide support to the implementation, coordination, and reporting. The program manager’s primary responsibility will be to ensure that the project produces the results specified in the project document to the required standard of quality and within the specified constraints of time and cost. Under the supervision of the joint Heads of Programs from CARE and WWF-Kenya, the Project Manager will collaborate and coordinate with relevant government counterparts, relevant CARE and WWF-Kenya staff, community leaders and rightsholders, private sector and other relevant stakeholders. The incumbent is expected to exercise full compliance with CARE programming, Sowing Change Manager ToR financial, procurement and administrative rules, regulations, policies, and strategies, as well as implementation of the effective internal control systems.


ROLES AND RESPOSIBILITIES

Organization Management

  • Work closely with the global alliance team to ensure coordination, technical support and collaboration with the wider alliance programming.
  • Ensure adherence of the project work plan to the project document, and adapt the program as needed, and ensure synergies with other donor funded initiatives focused on women’s leadership and entrepreneurship, climate change and landscape restoration.
  • Prepare regular progress reports update of project progress and indicator tracking table on Monday.com and, prepare any other reports requested by CARE-WWF Alliance, Government and or other stakeholders
  • Supervise the Gender and market analysis consultants and provide quality assurance.
  • Timely planning and implementation of the pending project activities across the project outcome areas
  • Provide oversight for the local implementation partners- AWARD and Justdiggit and oversee a cross-organization project team and any consultants necessary to ensure timely implementation of the project activities and achievements of expected results.
  • Manage and monitor projects’ risks and issues and update the status. Monitor and keeptrack of project implementation progress and project risks.
  • Prepare final project report and process all other requirements for closure of the project as per CARE and WWF Alliance standard procedures.


Delivery of Project Results

  • Support the monitoring frameworks and provide on-going feedback and technical backstopping and regularly monitor progress towards the identified indicators.
  • Oversee and monitor implementation of work plans and budgets remaining project activities as per the attached workplan (Annex 1).
  • Ensure that the project produces the results (outputs) specified in the project document to the required standard of quality and within the specified constraints of time and cost.
  • Monitor the project expenditures, commitments and balance of funds under the project budget lines, and draft project budget revisions in accordance including the reporting on project funds and related record keeping.
  • Manage delivery of results by using up-to-date best practices and know-how in relevant subject areas and accordingly plan delivery of resources for the performance year.
  • Ensure that all project deliverables and documents are noted and stored, and that the project is both operationally and financially closed, that all tasks have been completed
  • Contribute written inputs to CARE-WWF Alliance SOWING CHANGE flagship products/newsletter/policy briefs, based on project results, data and information, lessons learned and best practices.
  • Liaise with the contracted consultants and other project staff on financial management of the project activities, including monitoring project financial expenditure and transactions.
  • Consultant Supervision: Oversee the activities and performance of the project manager
  • Document Provision: Provide all project documents and other relevant materials to the project manager
  • Provide access by the project manager to CARE systems to facilitate efficient management of the project
  • Logistical Support: Arrange logistical support for the project manager, including accommodation and per diems while travelling on official CARE duties and transport to the project sites
  • Orientation and Contact Information: CARE give an orientation to the project manager and introduce him/her to all project staff (CARE and WWF), partners (AWARD and Justdiggit), contractors (KALRO and BEE HUB), relevant government departments and other stakeholders 


Outputs and Deliverables

i. Final Project Report: The consultant shall consolidate a final project report as per the provided donor template to be submitted the PQLA Manager and ACDP for review and onward submission to the donor. The report will outline progress made against each of the project outcome areas and indicators

ii. Finalized project activities: Ensure that all project activities as outlined in the attached workplan have been implemented

iii. Depository of all project data and document: The consultant will work closely with the M&E, project staff and the WWF’s Project Management Lead to keep an up-to-date project page on Monday.Com page. The Project Manager shall maintain a project repository folder on CARE SharePoint.


Qualification and experience of the Project Manager.

The applicant/ team should possess the following desired knowledge and expertise.

  • Bachelor’s degree in environmental science, Natural Resource Management, Environmental Economics, Gender Studies, Community Development, Social Ecological Systems or related fields. 
  • At least 8 years of relevant professional work experience on issues related to climate change, natural resources management, community development and/or entrepreneurship.
  • Experience managing a project and a team requires.
  • Strong planning and organizational skills; ability to handle planning, budgeting and management of multiple concurrent workstreams.
  • Sound understanding of participatory development or conservation strategies, including women, youth and community empowerment.
  • A compelling verbal and written communicator of complex ideas with excellent presentation skills
  • Experience with integrated programs that involve multiple organizations and both conservation and development outcomes.
  • Proven experience and knowledge of Kenya and/or Tanzania’s the countries institutional framework and policies related to climate change and natural resource management.
  • Experience working and coordinating with multi stakeholders including the government, NGOs, consultants, private sector, and CSOs.
  • Knowledge of relevant UNFCCC, COP-decisions, and national commitments under international conventions
  • Experience related to climate change, water resources management, ecosystem restoration and biodiversity conservation.
  • A critical thinker about interrelated systems.

  • This role is expected to establish and maintain open, professional, and cordial relations with COs’ internal and external customers. These include and not limited to.


Internal

  • The Project Manager will report to the Assistant Country Director for programs. He/She will work closely with the other project staff from CARE and WWF
  • He/she will work with other Country Office teams; Program teams, Finance and Program support teams.


External

  • Partner organizations, Government agencies, Peer organizations.
