Job Summary
The Monitoring, Evaluation, Research, and Learning (MERL) Manager is responsible for developing and implementing comprehensive monitoring and evaluation (M&E) strategies and frameworks. This role ensures that projects are effectively monitored, evaluated, and improved through research and learning activities.
Key Responsibilities
1. Planning and Strategy:
• Develop and implement MERL frameworks and strategies.
• Establish performance indicators and benchmarks.
• Design data collection tools and methodologies.
2. Data Management:
• Oversee data collection, analysis, and reporting.
• Ensure data quality and integrity.
• Maintain databases and ensure that data is accessible for decision-making.
3. Monitoring:
• Track project progress against objectives and milestones.
• Conduct regular field visits to monitor project activities.
• Identify and address any issues or deviations from the project plan.
4. Evaluation:
• Conduct evaluations to assess project impact and effectiveness.
• Utilize both qualitative and quantitative methods for evaluation.
• Prepare detailed evaluation reports and recommendations.
5. Research:
• Conduct and supervise research activities to generate insights.
• Maintain internal registers of research sources and findings.
• Provide evidence for new interventions and test assumptions.
6. Learning:
• Integrate research and M&E findings into program learning.
• Provide training and capacity building in MERL skills.
• Foster an adaptive and responsive approach to project management.
7. Stakeholder Engagement:
• Communicate MERL findings to stakeholders.
• Collaborate with project teams, donors, and partners to ensure alignment with project goals.
• Develop and maintain relationships with key stakeholders.
8. Compliance and Quality Assurance:
• Ensure all MERL activities comply with organizational policies and donor requirements.
• Implement quality assurance processes to enhance project performance.
Qualifications
• Bachelor’s or Master’s degree in a relevant field (e.g., Statistics, Economics, Social Sciences, Public Health).
• Proven experience in monitoring, evaluation, research, and learning.
• Strong analytical and data management skills.
• Proficiency in MERL software and tools.
• Excellent communication and interpersonal skills.
