The Global Health Advocacy Incubator (GHAI) supports civil society organizations advocating for public health policies that reduce death and disease. We bring a proven advocacy approach and a global network of local partners, built on a 25-year track record of success across multiple issues in more than 60 countries. GHAI is an initiative of the Campaign for Tobacco-Free Kids.Full-time consultancy for 12 months with an estimated start date of May 1, 2023About the Data for Health ProgramGHAI is part of the Bloomberg Philanthropies Data for Health (D4H) Initiative, which supports low- and middle-income countries in Africa, Latin America, and Asia and the Pacific to improve civil registration and vital statistics (CRVS) systems. Civil registration systems are the systems that register births, deaths, fetal deaths, and other vital events. Civil registration data is used to produce vital statistics, which are essential for government planning and policymaking; and birth and death registration create and retire an individual’s legal identity. Under the D4H Initiative, GHAI provides technical assistance to help countries strengthen their CRVS systems through (1) legal reviews and reforms and (2) budget advocacy for increased and sustainable funding of these systems. In 2022, GHAI launched a CRVS legal review project in Mozambique to support the evaluation of national legal frameworks governing the CRVS system in Mozambique and identify key recommendations to strengthen the systems in line with international best practices. About the positionBuilding on the groundwork laid in 2022, GHAI seeks a consultant in Mozambique with legal and technical skills to conduct a CRVS legal review and support the completion of the project in 2023 in collaboration with GHAI’s Data for Health team, national CRVS stakeholders, and local and global partners. The position requires: (1) a well-developed understanding of the national legal system and governance structure; (2) legal review and analysis, strategic thinking, and strong project management and coordination skills; and (3) the ability to work within cross-functional teams. The position works under the supervision of the program lead for CRVS legal reviews in GHAI’s Data for Health program. This position is based in Mozambique.

WHAT YOU'LL ACCOMPLISH:

Gather all relevant CRVS legal documents (laws, regulations, decrees, guidelines, standard operating procedures, circulars, manuals, etc.);  Attend CRVSID Best Practices Training offered by GHAI;  Attend and participate in the CRVS Legal Review Launch Workshop and assist with preparations and presentations as necessary; Complete the CRVS Legal and Regulatory Review Toolkit provided by GHAI, including making revisions, edits and corrections requested by GHAI;  Communicate progress with GHAI staff via email on a weekly basis and to participate in biweekly virtual meetings to discuss progress;  Regularly communicate with and update the relevant national CRVSID stakeholders involved in CRVS to ensure they remain involved in and inform the project’s outputs; Request missing information through informational interviews with key CRVS stakeholders; Draft a Recommendations Report based on the findings from the Toolkit analysis, and make the revisions and edits requested by GHAI and the stakeholders until the report is finalized; Present the Recommendation Report at the Recommendation Report Workshop and make a round of revisions and edits to the Recommendation Report based on Stakeholder and GHAI feedback.

SKILLS YOU'LL BRING TO THE ROLE:

Juris Doctor Degree (or the equivalent first-level legal degree awarded by a law school accredited by the national authority responsible for accreditation). Advanced degree in public health, public policy, health financing or other relevant field highly desirable. Five to ten years of relevant legal experience working on public health or broader public sector issues, including legal analysis.  Knowledge of and experience in using legal analysis to advance policy change objectives.  Excellent analytical skills, legal writing and research ability.  Experience in legal analysis of public health or public policy issues, particularly in the area of CRVS or ID systems, strongly preferred.  Ability to communicate and work closely with government stakeholders, local and global partners. Ability to take initiative and work independently with general supervision and oversight. Ability to travel domestically and internationally  English language proficiency. Foreign language proficiency highly desirable
