Position Overview


Reporting to the Vice Chancellor, the DVC, Finance & Administration is responsible for developing and implementing sound financial and administrative policies to initiate and sustain operational efficiency, enabling the university to achieve its vision, mission, and strategic objectives.


Key Responsibilities


Financial Management & Governance

  • Oversee the university's financial operations, including budget planning, resource allocation, revenue generation, expenditure control, accounting, auditing, treasury functions, and financial reporting.

  • Develop and implement financial policies, budgets, and long-term financial plans aligned with the university’s strategic objectives.

  • Ensure compliance with financial regulations, reporting requirements, and best practices.

  • Spearhead resource mobilization strategies, including fundraising.

  • Provide regular financial reports and recommendations to the University Council and Senate.

  • Identify and mitigate financial, operational, and compliance risks, and implement controls to safeguard university assets.

  • Provide leadership in internal controls and governance frameworks.

  • Support the Vice Chancellor in institutional governance.

  • Ensure University policies align with national and international higher education regulations.

  • Engage with government agencies, donors, and stakeholders to strengthen institutional capacity.

  • Coordinate the development and implementation of university strategic plans.

Administration & Operations Management

  • Provide strategic leadership in administrative matters, such as human resources management, procurement, facilities management, and general administration.

  • Supervise the university’s administrative functions, including estates, facilities, and security services.

  • Oversee the development and implementation of efficient administrative systems and processes.

  • Ensure all operations comply with legal and regulatory requirements.

  • Promote digital transformation and process automation for operational efficiency.

  • Oversee the planning, maintenance, and development of university facilities and infrastructure to support teaching, research, and administrative activities.

Human Resource Management

  • Develop and implement policies related to recruitment, compensation, performance management, and employee relations.

  • Provide leadership in the development and implementation of human resource policies and strategies.

  • Oversee recruitment, performance management, and staff development programs.

  • Foster a culture of excellence, professionalism, and ethical leadership among university staff.

  • Ensure compliance with labor laws, employment policies, and staff welfare regulations.

Qualifications

  • A PhD from a recognized university with a strong academic and research background, with publications in internationally refereed journals or university-level books.

  • Minimum of 5 years of leadership experience, with a proven track record in senior administrative roles in a university or a similar institution.

  • Experience in financial management, human resource management, and institutional governance.

  • Knowledge of University regulatory frameworks, accreditation requirements, and funding mechanisms.
