Job Description

The International Rescue Committee(IRC) is a leading humanitarian and development agency, supporting communitiesin transition in 40 countries. Simultaneously a global technical leader andproven implementer, IRC has shaped youth priorities and approaches at thenational level and implemented programs at the community level since itsfounding in 1933. IRC has worked in Kenya since 1992, implementing highlyeffective programs in youth livelihoods, economic development, womenempowerment, integrated healthcare, and nutrition.

Job Purpose/Objective

The Crisis Modifier PartnershipOfficer will provide support to IRC programs implemented through partnershipsin Turkana and Garissa Counties. The position will assist in managingday-to-day partnership management of local partners in Turkana and GarissaCounties. They will assist to coordinate and manage the sub-award lifecycle inaccordance with the IRC’s Partnership for Excellence and Equality System(PEERS), including conducting due diligence, ensuring partners understandapplicable donor regulations, and managing receipt and review of partners’deliverables. They will also contribute to overall grants and partnershipmanagement efforts and work to ensure adherence donor regulations andcompliance across the sites. The Crisis Modifier Partnerships Officer reportsto the Emergency Response Manager and Partnership Manager and will work closelywith the technical coordinators, monitoring, and evaluation (M&E), and thefinance and operations teams.

Partner Vetting

Contribute towards identificationof local partners/organizations, and maintain clear, accessible documentationof identified organizations. Support in the partner vettingprocess through implementation of PEERs framework including carrying out partnercapacity review, partner identity and background checks.

Partnership Management

Contribute towards drafting ofagreements, populating monitoring visit and reporting schedule and review ofpartner proposals, budgets and workplan documents. Support to draft and processsub-awards modifications in a timely manner ensuring that they are relevant tothe project. Ensure timely submission ofpartners narrative and financial reports as the per agreed schedule. Promote and apply the IRC’sPartnership Excellence for Equality and Results system (PEERS). Contribute tobuilding a strong understanding of PEERS throughout the project and to ensuringthat IRC’s partnership principles, skills and approaches are applied the localpartners. Ensure all partner report submissionsare filed in the Grants Unit’s Box folder system, and maintain hard copy filesof report submissions, as appropriate. Lead on all partnership agreementcloseout processes.

Support Program Delivery

Support and co-lead PartnershipProject Opening, Review and Closing Meetings, together with the relevant teammembers. Assist in the close-out ofpartnership agreements, including in relation to financial verification andasset confirmation. Participate in the review of thefinancial performance of the partner, of the IRC, and of the partnership,including successes, challenges and lessons learned. Support in the review of draftpartnership agreement terms relating to advances, reporting and any specialconditions relating to finance. Collaborate with Finance,Partnership Unit and partners to ensure completeness, correctness and accuracyof financial reports, inventory report, tax report and cash requests. Review partner financial reports(and narrative reports for consistency) and supporting documents to ensurecompliance with the partnership agreement, donor regulations and IRC policy andprovide feedback to the partner as appropriate. Coordinate with Finance to ensuretimely transfer of payments to partners.

Partner Capacity Building

Provide finance and accountingtraining and mentoring support to Local partners in accordance with partnerproject support plans, with a focus on supporting the partner to strengthenfinancial management systems and capacities that are responsive to the needs ofthe partner.

Sub-grant Tracking & Monitoring

Maintain a sub-grants tracker forall partnership/sub-grant agreements including. basic sub-grant details, fundsdisbursed, and liquidations received. Maintain up to date PartnershipTracker/Monitoring Schedule Contribute sub-grant updates tothe Field Management monthly internal financial report template and provideanalysis of all current local Partnerships, as required. Monitor local partner budgets andactual spending in collaboration with the Emergency Response Manager,identifying issues and working proactively and collaboratively with partners toresolve them. Lead timely and effective financereview and reflection (monitoring), identifying appropriate follow-up actionsand providing completed reports to the Partnership Lead.

Key Result Areas

Strengthen and maintain the integrity of Funds allocatedacross the Local sub-awardees, ensuring effective grants, partnership andfinancial management for supporting program work, updating and generatingtimely partners activities and financial information to the management andproducing Quality reports.



Qualifications
Bachelor’s degree in relevantcourse. At least two years’ experienceworking in Grants and partnership within the humanitarian sector. Familiar with program design,budgeting, grants, and report writing. Demonstrated strong writing skillsin English (both in terms of content structuring and copy-editing). Demonstrated strong computerskills in Microsoft Office (Word, Excel), Outlook, Highly organized anddetail-oriented. Able and willing to learn and workwith teams based in Nairobi, Kakuma, Lodwar, and Dadaab. Able and willing to work withtight deadlines. Able and willing to work in amulticultural context as a respectful team player.
