Job Description/Requirements
1. Background
Obwombe Enterprises, an end-to-end poultry business, is committed to sustainable and inclusive agricultural practices across its operations in Siaya, Homabay, Kisumu, Busia, Vihiga, Kakmega and other counties across the lake region. Our work is deeply rooted in local partnerships, emphasizes innovation in poultry agribusiness, resource efficiency, environmental responsibility, and the economic empowerment of women and marginalized groups. In line with the Environmental Management and Coordination Act (EMCA), 1999 and the Environmental (Impact Assessment and Audit) Regulations, 2003, Obwombe aims to align its operations with national and international environmental standards, focusing on minimizing resource use, waste production, and greenhouse gas emissions. Furthermore, the consultancy will explore integrating gender-responsive practices in line with Obwombe’s mission to promote equity and access to resources within the poultry value chain.
2. Objectives of the Consultancy
The consultancy will focus on conducting comprehensive environmental audits and assessments to:
1.Ensure full compliance with EMCA, 1999, and related environmental and social standards, addressing current and potential environmental risks.
2.Evaluate and document Obwombe's environmental performance, including resource use, emissions, waste management, and impacts on ecosystems.
3.Develop or update Environmental Management Plans (EMPs) specific to the poultry value chain, incorporating strategies for climate change adaptation and environmental sustainability.
4.Assess climate change impacts tied to poultry farming (e.g., energy, water, feed consumption, emissions) and propose climate-smart agricultural practices.
5.Address Gender Equality and Social Inclusion (GESI) by identifying gender-specific impacts and recommending ways to enhance equitable participation and leadership for women in poultry production.
6.Provide an environmental status report, summarizing each facility’s progress and identifying key areas for improvement in environmental and social performance.
7.Actively engage local communities and stakeholders in the assessment to promote transparency and inclusivity, incorporating insights on gender dynamics and the specific needs of women and youth in the region.
8.Review and update Obwombe’s environmental policy to align with the findings of the assessment and integrate best practices in climate resilience, resource efficiency, and gender responsiveness.
3. Scope of Work
The consultant will carry out the following key tasks:
1. Review of Facility Operations
Analyze Obwombe’s poultry operations, specifically assessing environmental, social, and economic impacts related to resource use, waste management, energy efficiency, and gender inclusion.
2. Legislative and Regulatory Framework Review
Assess compliance with Kenya’s environmental regulations, including EMCA, NEMA guidelines, and relevant sector policies, as well as global frameworks like the Paris Agreement and Sustainable Development Goals (SDGs), focusing on SDG 5 (Gender Equality) and SDG 13 (Climate Action).
3. Stakeholder Engagement and Public Participation
Engage local communities, particularly women and youth, in a gender-sensitive consultation process to gather input on environmental and social issues in Obwombe’s activities. Ensure alignment with regulation 40 of Legal Notice No. 101 for inclusive public participation.
4. Environmental and Social Impact Assessment
Identify and document the environmental (land, air, water quality) and social impacts (gender disparities, health, safety) of Obwombe’s activities, evaluating the enterprise’s contribution to climate change. Propose strategies for climate adaptation within poultry farming, aiming to reduce methane emissions, optimize energy usage, and enhance sustainability.
5. Gender Analysis
Conduct a gender impact assessment, assessing differential impacts on men and women in areas like labor, decision-making, and access to resources. Provide gender-responsive recommendations to promote inclusive practices across the poultry value chain.
6. Development of Climate-Smart Environmental Management Plans (EMPs)
Update the EMPs with findings from the audit, emphasizing climate-resilient approaches such as water and energy conservation, sustainable waste management, and gender-inclusive strategies.
7. Recommendations and Reporting
Deliver actionable recommendations for enhancing environmental, social, and gender performance across Obwombe’s facilities. Submit an environmental audit report to NEMA and Obwombe, including documented stakeholder feedback and an acknowledgment letter from NEMA.
4. Deliverables
The consultant will deliver:
1.Environmental Assessment/Audit Reports detailing findings, environmental impacts, and recommendations for climate and gender inclusivity for each facility.
2.Updated Environmental Management Plans (EMPs) for each facility, addressing specific climate-smart and gender-inclusive strategies.
3.Stakeholder Engagement Report documenting the consultation process and community feedback, with a focus on gender-sensitive approaches.
4.A Final Summary Report with overall findings, lessons learned, and best practices for enhancing environmental performance and inclusivity within the poultry sector.
5. Consultant Qualifications
The consultant should meet the following qualifications:
1.Registration as a NEMA Lead Expert with demonstrated experience in environmental audits in agriculture or poultry value chains in Kenya.
2.Expertise in climate change adaptation, environmental sustainability, and gender mainstreaming within the agricultural sector.
3.Familiarity with Kenyan environmental laws and international standards like the Paris Agreement and SDGs.
4.Experience in stakeholder engagement, particularly with local communities, women, and youth.
6. Timeline
The consultancy is expected to be completed within 30 days from contract signing. A detailed work plan, including timelines and key milestones, should be provided by the consultant.
