PRINCIPAL TASKS - ACTIVITIES 

DUTY 1

  • The Child Exploitation Specialist will receive, log, sort, organize, triage, categorize and file child abuse material, as well as assist member countries in that task. They will analyze child abuse material found (images and videos) and make links between the online and offline environment which will assist in the identification of the victims featured. They will be expected to write reports and referrals to relevant member countries and accurately record key performance indicators for statistical reporting to INTERPOL hierarchy and partners. 

DUTY 2

  • The Child Exploitation Specialist will assist in the maintenance, development, testing and quality control of the INTERPOL International Child Sexual Exploitation image database (ICSE) and its related tools. The candidate will be expected to support users in member states on database queries and usage inquiries. This support includes conducting training on the ICSE database and image analysis. 

DUTY 3

  • The Child Exploitation Specialist will be expected to access the internet to collect child abuse images for victim identification purposes and to provide intelligence and operational support to member countries conducting operations online. 

DUTY 4

  • The Child Exploitation Specialist will assist the criminal intelligence project officer working on combatting transnational child sex offenses. 

DUTY 5

  • The Child Exploitation Specialist will support the team's work on Baseline categorization and access blocking of child sexual exploitation material. That will include among other duties, carrying out investigations into reported sites, cooperation with member countries for co-evaluation, compiling, dissemination, updates and backup of seized material and lists.


DUTY 6

  • The Child Exploitation Specialist will assist with other team duties such as the "INTERPOL Worst of List," CAPSEND, the Victim Identification Lab (ViLab), the International Certificate of Character Feasibility Project, the Transnational Child Sex Offender Project, the Green Notice Project, public mail and other related duties as required by the supervisor.

DUTY 7

  • The Child Exploitation Specialist will collaborate with cybercrime investigators at IGCI in Singapore, especially regarding online network investigations, "sextortion" and live streaming of "abuse on demand". The Child Exploitation Specialist will be expected to assist in training IGCI investigators in issues regarding child sexual exploitation and victim identification. 

MINIMUM REQUIREMENTS FOR THE POST

All candidates will be assessed on the under mentioned requirements.

Education and qualification required

  • Three-to-four years' education at a University or other Specialized higher education establishment (including national police training academy).

Professional experience required

  • Minimum of three years of experience. Ten years' experience is required if the post holder does not have the required level of education.

Languages skills

  • Fluency in English.

Abilities required  

  • Ability to work with explicit child sexual exploitation material such as images and videos;
  • Ability to work in an international environment as a member of a team;
  • Ability to draft high quality documents, including visual presentations;

  • Ability to think/plan operationally and strategically and transform initiatives into new working practices;
  • Ability to independently analyze complex or large volumes of material;
  • Experience in international cooperation;
  • The job involves public speaking and interpersonal skills which requires respect for others, tact, reserve, and an ability to work in an international environment;
  • The position also requires adaptability and the capability to work under pressure;
  • The ability to handle and maintain the integrity and confidentiality of highly sensitive material and information.

Specific skills required

  • A high level of computer literacy. This requires a conceptual understanding of systems analysis & design. This also includes a good understanding of file management and storage;
  • Use of the windows environment including the office suite is essential;
  • A deep understanding of the internet is essential;
  • Ability to exploit the Internet and other electronic sources for the collection of open source information relevant to analysis.

In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

  • Proficiency in a second official working language of the Organization (Arabic, French or Spanish) would be an additional asset.

 

WORKING CONDITIONS

• Remuneration for appointment on contract: The starting salary for grade 5 (Step 1) is EUR 3531 (G5 Lyon) per month. The successful candidate may be offered an appointment on a higher step depending upon professional background and experience. • The incumbent may occasionally be required to work occasional overtime based upon workload and to go on missions.

 

This job involves long term exposure  in graphic child abuse material and it requires an employee that can handle exposure to highly sensitive content, demonstrate a high level of quality, accuracy and thoroughness in their work, and is able to thrive in a fast-paced environment.

 

Wellness: It is mandatory that every member of the INTERPOL Crimes against Children Team be seen once every four months by a licensed psychologist familiar with child sexual abuse secondary trauma. The sessions are confidential and are paid for by INTERPOL.

CONFIDENTIALITY REGIME

In application of Article 114.1 of INTERPOL’s Rules on the Processing of Data (RPD), the General Secretariat is “responsible for determining authorization procedures or a system of security clearance at each data confidentiality level”. Member countries which are not able or willing to assist INTERPOL in performing such a check should be aware that some INTERPOL information might not be made available to their nationals working at INTERPOL.

In order to be able to access police information classified as “INTERPOL For official use only” or “INTERPOL RESTRICTED”, the individual has to obtain “INTERPOL Restricted” security clearance. This clearance is granted after Basic security screening.

In order to be able to access police information classified as “INTERPOL CONFIDENTIAL”, the individual has to obtain “INTERPOL Confidential” security clearance. This clearance is granted after Enhanced security screening. 

Under no circumstances should clearance be granted simply because of an official’s rank, post held, or length of service. Staff may only gain access to General Secretariat premises and to police information if the appropriate INTERPOL security clearance has been obtained. In order to reduce the contract timeline, and as the Enhanced security screening may take some time, the Official requiring INTERPOL Confidential security clearance may be authorized to start the appointment if the NCB can confirm that the equivalent to Basic security screening has been performed. Access to INTERPOL CONFIDENTIAL information will not be authorized until Enhanced security screening is confirmed.
